The Memphis pilot
Military transition, credit barriers, limited savings, unfamiliar lending requirements, and fragmented services can make stable homeownership harder to reach. Homes for Honor is being developed to organize those moving parts into one practical local pathway.
Homes for Honor is not a veterans-only program. Veterans, servicemembers, and military families are a priority audience, while first-time buyers, new homeowners, essential workers, and other eligible Memphis-area households may participate through the tier that fits the final program criteria.
CFGS is presenting this planning overview and supporting program development, resource alignment, and funding readiness. Housing delivery and participant services will be carried out by qualified partners under formal agreements.
Homes for Honor tier plan
Each tier identifies an intended audience and support focus. Final eligibility, benefits, and enrollment requirements will be published after partner and funding agreements are complete.
Tier 1
Veterans, active-duty servicemembers, National Guard and Reserve members, military families, public-safety personnel, and other locally defined service occupations. Planning focus: benefit navigation, housing stability, and homeownership readiness.
Tier 2
Teachers, health-care workers, public employees, utility and postal workers, and other eligible essential workers. Planning focus: affordability gaps, employer partnerships, education, and lender preparation.
Tier 3
First-time homebuyers, credit-ready renters, households completing approved homebuyer education, and recent Homes for Honor homeowners who need first-year stability support. Planning focus: purchase readiness, closing preparation, maintenance education, and post-purchase coaching.
Tier 4
Income-qualified Memphis and Shelby County working households experiencing an affordability gap. Planning focus: counseling, savings, responsible financing, and connections to available housing opportunities.
Program boundary: Placement in a tier does not guarantee a home, grant, subsidy, mortgage approval, or financial assistance. All participants will remain subject to written program rules and any lender, funder, housing-provider, or public-agency requirements.
Program framework
The goal is a coordinated sequence, not a single housing transaction.
Identify housing goals, immediate needs, military or community-service connections, and the appropriate planning tier.
Coordinate budgeting, credit review, savings, homebuyer education, lender preparation, and benefit awareness.
Connect qualified households with suitable counseling, lending, development, construction, and housing partners.
Pair move-in or closing with maintenance education, financial coaching, referrals, and first-year follow-up.
Workforce development
Homes for Honor is also developing a construction pathway for justice-involved individuals and returning citizens. Reentry and workforce partners would help participants prepare; qualified training partners would teach; participating builders and contractors would employ and mentor apprentices.
Planning boundary: Enrollment, employment, wages, apprenticeship sponsorship, builder participation, and training schedules are not yet finalized or guaranteed.
Coordinated locally
A credible Memphis pilot will require defined roles across housing, lending, benefits, homebuyer education, supportive services, workforce development, construction, and community accountability.

Homes, sites, financing, eligibility, prices or rents, application dates, partner commitments, and construction schedules have not yet been publicly finalized. Participation and funding are not guaranteed. Updates will be posted as approvals and written agreements are completed.
