Measurement framework

Four levels of evidence

Public numbers and case studies are released only after source review, client authorization, and a clear statement of what the measure means.

1. Work completed

Verified deliverables

Assessments, policies, SOPs, budgets, workplans, dashboards, packages, reviews, and submission guides completed and accepted.

2. Capacity gained

Readiness improvement

Gaps resolved, staff trained, owners assigned, controls established, records organized, and repeatable processes adopted.

3. Funding activity

Competitive action

Opportunities screened, Go/No-Go decisions documented, packages approved, deadlines met, and submissions confirmed.

4. Outcomes

Verified results

Awards, amounts, program delivery, and community outcomes reported only when supported by authorized records and an appropriate time period.

Case-study control

What every public case study must include

Starting condition, scope completed, evidence source, time period, client approval, limitations, and the difference between CFGS contribution and the client's own work.

Required verification

  • Named evidence owner
  • Source record and review date
  • Client release or approved anonymization
  • Clear calculation and denominator

Prohibited shortcuts

  • No guaranteed funding claims
  • No counting drafts as submissions
  • No counting submissions as awards
  • No unapproved client names or sensitive data
CFGS is establishing its operating baseline. Until a metric has sufficient verified history, it remains internal or is labeled as a baseline rather than a performance claim.
