Contribution Policy
Effective date: August 12, 2026
When a contribution is requested
CFGS accepts voluntary charitable donations through the public Donate page. These gifts are separate from program participation and do not purchase services, affect eligibility, or guarantee funding outcomes. Program-related contribution or payment instructions are not displayed until an organization's eligibility has been reviewed, the organization has been accepted into the program, and the required participation agreement is complete.
How contributions are classified
A requested contribution is not automatically labeled a donation. Before any payment request is created, CFGS Finance assigns an approved classification — such as a charitable contribution, a quid pro quo contribution, program-service revenue, or another CPA-approved classification — and the applicable disclosure language.
How payments are processed
Public donations are completed on PayPal's hosted checkout page. Other payments run through an approved third-party processor on a hosted or tokenized checkout page. Your card or bank details are entered on the processor's page, not ours. CFGS does not store complete card numbers, bank credentials, or security codes. Verified PayPal events are recorded in the CFGS Finance & Fund Accounting system and mirrored to the Finance donation ledger for review and reconciliation. Every payment is reconciled by CFGS Finance against its approved classification.
Refunds and disputes
Requests to correct or reverse a payment must be sent to info@cfgsolutions.org with the payer name, invoice or reference number, date, amount, and reason. CFGS reviews each request against the applicable participation agreement, payment status, services already provided, donor restrictions, processor rules, and governing law. Approved refunds are returned to the original payment method when practicable. This policy does not limit rights available under applicable law or card-network rules.
Receipts and acknowledgments
CFGS is an IRS-recognized 501(c)(3) tax-exempt nonprofit. The form of receipt or charitable acknowledgment you receive depends on the approved classification of your payment.
No tax or legal advice
CFGS does not determine whether a payment is deductible for a particular payer. Consult your own tax or legal adviser. The receipt and disclosure issued for the transaction are the controlling CFGS records.
